PURPOSE

 

It is understood that  all policies must conform with the District 14-N Constitution & By-Laws, Multiple District 14 Constitution & By-Laws, and the International Constitution & By-Laws. The purpose of the policy manual is to put in an easily readable and understanding form the pertinent procedure to be followed by the District 14-N Cabinet and the Committees so appointed by the District Governor. It will also outline policy for District Activities and candidates for District Governor.

 

 

AMENDMENT PROCEDURES

This Manual may be amended from time to time as deemed necessary in the following manner:

            A.  Any resolution(s) specifically intended to change any portion or portions of the
                Policy Manual shall be submitted to the Cabinet Secretary at the District

                Cabinet Meeting. The resolution will be considered and if approved, referred to
                the Constitution & By-Laws and the Policy Committee at the Cabinet Meeting.
                After their review, it will be voted on at the next regular scheduled District
                Cabinet Meeting.

 

           B.   The Constitution & By-Laws and Policy Committee may make changes throughout this
                Policy Manual without vote consent, when necessary to conform to Multiple District
                14 (Pa. State) Constitution and/or Lions International Constitution & By-Laws.

 

Any Policy voted and accepted will be in effect immediately upon completion of the vote by the District Cabinet unless so specified within the Policy.

DISTRICT GOVERNOR

PURPOSE:

           The purpose of this policy is to set forth guidelines to assist the District Governor

           in the Administration of his activities and duties as District Governor of District

           14-N.

 

GENERAL:

            1A.  The primary function of the District Governor is to coordinate the promotion

                 of leadership and harmony among members of District 14-N and to conduct       
                 the affairs of the District in accordance with the Constitution of the District,

                 Multiple District and Lions Club International.           

            1B.  He shall also serve on District Finance Committee.

            2.   The District governor, after his election and before July 1, will appoint a    
                 Cabinet Secretary, a Cabinet Treasurer and/or Cabinet Secretary/Treasurer, a 
                 Region Chairman for each Region, a Zone Chairman for each Zone, a District
                 Chaplain, a Parliamentarian and a Chairman or Coordinator for each               
                 District Committee.

             3.  The District Governor shall issue the call for District 14-N Cabinet Meetings

                 through the office of the Cabinet Secretary and/or District Newsletter.

             4.  Through the District Governor's efforts, the Cabinet Secretary shall prepare an

                 agenda for each District Cabinet Meeting.

             5.  The District Governor shall preside at all District Cabinet Meetings and the

                 District Caucus.

             6.  The District Governor shall be knowledgeable of all the duties of the District   
                 Cabinet, appointed committees and/or coordinators and be responsible for their
                 functions' being properly accomplished.

             7.  The District Governor shall maintain a close relationship with the Secretary,

                 Treasurer, Secretary/Treasurer, Region Chairman and Zone Chairman and

                 as such shall keep the Cabinet fully aware to the happenings of the District

                 and Lionism in general within District 14-N, the Pennsylvania State Council

                 and Lions Clubs International.

             8.  The District Governor will be required to report to Lions Clubs International

                 and Pennsylvania State Council relative to the affairs of the Lions of District

                 14-N.

             9.  Should the District Governor need assistance or advice before finalizing

                 decisions, he should seek the advice of the Past District Governors of Lions

                 Clubs International who makes up the District's Honorary Advisory Committee.

          10.  The District Governor will be required to hold a minimum of four (4) Cabinet

               Meetings, one each in August, November, February and April, He also will be

               required to hold a Caucus Meeting at the Multiple District State Convention.

          11.  The District Governor, at his/her first Cabinet Meeting will submit for approval
               by the Cabinet, the goals, projects and the District Governor's Contest rules. He
               will also submit his/her Budget and Treasurer Bond for approval.

          12.  The District Governor will publish a District Newsletter which will be mailed to
               each Past District Governor, Cabinet members, President and/or Secretary of
               each Lions, Lioness, and Leo Club. This newsletter must be provided on a 
               regular monthly schedule. 

          13.  The District Governor will meet with the District Governor and Vice-District

               Governor Elect as soon as possible after the election to discuss all pertinent

               affairs of the District for a smooth transition of the offices. At that meeting it

               should be discussed what is expected of the District Governor and Vice-District

               Governor Elect at the Multiple District and the International Convention.

          14.  As soon as possible after the election send to the State Secretary, "Official
               Notice" of the election results to include the full name and address of the 
               District 14-N Governor and Vice District Governor Elect.

          15.  The District Governor will be required to visit every Club (Lion, Lioness, Leo)

               within the District during his term in office. If unable to do so, he/she will   
               designate a representative to make the official visit.

          16.  The District Governor with the assistance of his/her Secretary and/or a committee

               appointed by him/her shall publish a District Directory.

          17.  The District Governor, when possible, shall follow the Multiple District 14 Dress

               Code, when chairing all District Meetings and Club Visitations (example-District

               Cabinet Meetings, Zone Meetings, Fall Rally, District Convention and Official Club

               Visitations).

          18.  The District  Governor shall be required to turnover to the District 14-N

               Administrative Fund all monies received from Lions International in the form of

               reimbursements for the following:

                 A. Postage-Newsletter

                 C. Stenographic

VICE DISTRICT GOVERNOR

PURPOSE:

            To set forth guidelines to assist the Vice District Governor in the administration of

            his/her duties and activities as Vice District Governor of District 14-N.

 

GENERAL:

            1. The Vice District Governor assists in carrying out the District Governor's

               duties, while learning the skills and responsibilities necessary to eventually     
               assume that position. The Vice District Governor's general duties as outlined in  
               Article II, Section 4 of the By-Laws of the International Constitution are as      
               follows:

 

            2. The Vice District Governor, subject to the supervision and direction of the

               District Governor, shall be chief administrative assistant to the District

               Governor. His specific responsibilities shall be to:

 

                A.  Further the purposes and objects of this association.

                B.  Familiarize himself with the duties of the District Governor so in event of a

                    vacancy in the office of District Governor he will be better prepared to

                    assume the duties and responsibilities of said office.

                C.  Perform such administrative duties as may be assigned to him by the District

                    Governor; and

                D.  Perform such other functions and acts as may be required of him by the

                    International Board of Directors through the Vice District Governor's

                    Manual and other directives.

                E.  Support and further the goals and projects of the District Governor.

                F.  Plan and prepare for the District Governor's role.

                G.  Attend Cabinet Meetings of the District and District Conventions.

                H.  Substitute for the District Governor, when asked, at various District         
                    functions.

                I.  Assist the District Governor in his official club visits as requested.

                J.  Solve special problems as directed by the District Governor.

                K.  Assist at conventions.

                L.  Assist with membership development.

                M.  Assist the extension chairman.

                N.  Assist with publicity and Public Relations.

                O.  Attend Multiple District Council Meetings as an observer and also attend all

                    Multiple District 14 training sessions.

               P.  Be prepared at all times to induct new members and install officers when

                   requested by a club in the District to do so.

               Q.  Preside over District Meetings in absence of the District Governor.

               R.  Perform other duties as delegated by the District Governor such as:

                   (1)  Assisting in District and Club Officer Seminars.

                   (2)  Supervising District Committees.

                   (3)  Holding new member indoctrinations.

           

            3.  If a vacancy occurs in the office of District Governor, the Vice District
                Governor shall act as District Governor until such time when the vacancy is filled
                by the International Board of Directors. In the event a vacancy occurs in the
                office of Vice District Governor, the vacancy should be filled in accordance with
                the Multiple and/or District Constitution/By-Laws and Policy.

 

            4.  In the event a vacancy occurs in the office of Vice District Governor, the
                District Governor will inform each Club, in writing within thirty (30) days after 
                the vacancy occurs in this position. Any Lion who meets the Vice District Governor

                qualifications may be considered for this position. The Honorary Advisory

                Committee and Cabinet will review the candidate(s) and recommend the best

                qualified Lion to the District Governor. He/she will be voted upon by the voting

                members of the Cabinet at a special meeting called by the District Governor or the

                next regular Cabinet Meeting.

 

            5.  Vice District Governor reimbursement:

                 (1)  As outlined in the District 14-N Constitution & By Laws.

                 (2)  Use the Form herewith and follow instructions as outlined.

CABINET SECRETARY

PURPOSE:

 

            The purpose of this policy is to set forth guide lines to assist the Cabinet

            Secretary with the duties and the responsibilities of this office as suggested         
            and required by the Constitution and By-Laws of District 14-N, Multiple

            District 14, Lions International, and District 14-N Policy Manual.

 

 

GENERAL:   

 

            He shall act under the supervision of the District Governor. His specific

            responsibilities shall be to:

 

            1.  Further the purposes and objects of the Association of Lions.

            2.  Perform such other functions and acts as may be required by the International     
                Board of Directors through the Cabinet Secretary's Manual.

            3.  Perform such duties as are implied by the title of said office, including but not

                by way of limitations, the following:

 

                  A.  Keep an accurate record of the proceedings of all meetings of the Cabinet,

                      and within an affordable time before the next Cabinet Meeting forward

                      copies of same to all members of the Cabinet and the offices of Lions

                      International.

                  B.  Take and keep minutes of the District 14-N Caucus and furnish copies of

                      the same to Lions International and the District Governor.

                  C.  Make reports to the Cabinet as the District Governor or Cabinet may

                      request.

                  D.  Keep minutes of all Cabinet and District 14-N meetings and permit

                      inspection of the same by the District Governor, any Cabinet member and

                      any Club ((or any authorized agent of any of them) at any reasonable

                      time for any proper purpose.

                  E.  Aid and assist in the provision of the District Directory, District Annual

                      Report and District Newsletter, as directed by the District Governor.

                  F.  Prepare and mail notice of all District Cabinet meetings two to three weeks

                      prior to the date of the next Cabinet meeting and/or notice through the

                      Newsletter.

            4.  Perform such additional assignments as shall be given to him from time to time

                by the District governor and/or the District Governor's Cabinet.

            5.  He shall also serve on District Finance Committee.

            6.  Place in the hands of his successor all records, financial and otherwise, which

                pertain to the office of Cabinet Secretary, immediately following the end of the

                fiscal year.

            7.  He is expected to accompany the District Governor on his Club visitations

                and/or any District Function so requested by the District Governor.

ASSISTANT CABINET SECRETARY

 

PURPOSE:

 

            The purpose of this policy is to create the office of Assistant  

            Cabinet Secretary.

 

GENERAL:

 

1. The District Governor shall appoint at his/her discretion a Lion to the position of Assistant Cabinet Secretary. Preferably, the Assistant Cabinet Secretary should be a knowledgeable Lion. It would help to facilitate their interactions, if this Lion reside near or in proximity to the Cabinet Secretary’s home. It is not required that this Lion comes from the District Governor’s or Cabinet Secretary’s own Club. It does help a great deal, though, that the two are mutually compatible.

 

2. The Assistant Cabinet Secretary will be under the supervision                       

   of the District Governor and the Cabinet Secretary.

 

3. The Assistant Cabinet Secretary shall attend all Cabinet meetings (regular or special) and
assists in carrying out the Cabinet Secretary's Duties, learning the skills and       

   responsibilities necessary to eventually assume that position.

 

4. The Assistant Cabinet Secretary shall become knowledgeable with the duties and responsibilities as suggested and required by the Constitution & By Laws of District 14-N, Multiple District 14, Lions International and District 14-N Policy Manual

           

5. The Assistant Cabinet Secretary shall have no vote on any matters pertaining to or being considered by the District 14-N Cabinet.

           

6. If the Cabinet Secretary becomes incapacitated or fails to fulfill his duties, the District Governor shall replace him/her with the Assistant Cabinet Secretary and at which time the Assistant Cabinet Secretary will have the same privileges and voting rights as the Cabinet Secretary.

CABINET TREASURER

 

PURPOSE:

 

The purpose of Cabinet Treasurer is to direct and coordinate the financial services of the

District Cabinet level and perform such other functions as required by the Constitution and By-Laws of District 14-N, Multiple District 14, Lions International and District 14-N

Policy Manual.

 

 

GENERAL:

 

He shall act under the supervision of the District Governor. His specific responsibilities

shall be to:

 

            1.  He shall serve on District Finance Committee.

            2.  Arrange facilities for banking and disbursement of all District Funds.

            3.  Secure bond for Cabinet Treasurer. Cost of the bond is to be a District          
                Administrative Expense.

            4.  Receive all monies from the District Cabinet Secretary, Club Officers and/or

                District Committee Chairmen and deposit in the appropriate checking account.

            5.  Maintain a proper and accurate set of books on:

                   A.  District Administrative Funds.

                   B.  District Charities Funds.

            6.  Summarize the total financial picture with Committee Chairmen after their function
                is over.

            7.  Assist the District Governor to operate within the approved District Budget.

            8.  Prepare a financial report for each District Cabinet Meeting and a final report at
                end of year summarizing income and disbursement of all District accounts.

            9.  Provide Committee Chairmen who receive contributions, a status report of
                the contributions, at least ten (10) days before the Cabinet Meetings so they may

                report to the District governor at that time.

           10.  Present books to Audit Committee for audit within 30 days of end of fiscal year
                and upon completion of audit release all records which pertain to office of
                treasurer to his successor and any other request for same.

           11.  Make recommendations for improving the control of income and expenditures

                that may result in more efficient operation.

           12.  Pay all bills. Checks must have two (2) of three (3) signatures to include either

                the District Governor, the Cabinet Secretary or the District Treasurer.

ASSISTANT CABINET TREASURER

 

PURPOSE:

IMMEDIATE PAST DISTRICT GOVERNOR

 

PURPOSE:

 

This policy is written to give guide lines in executing this office in the hope that any

assistance or experiences can be shared with the current District Governor and his Cabinet.

 

GENERAL:

 

    1.  This office carries with it voting rights on the District Governor's Cabinet. 

    2.  The Immediate Past District Governor would be expected to serve on whatever

        committee the District Governor would request. (The exception of Cabinet Secretary        
        or Cabinet Treasurer).

    3.  He shall serve as Secretary of the Honorary Advisory Committee made up of Past

        District Governors within the District.

    4.  He is expected to attend all Cabinet Meetings called by the District Governor. 

    5.  Disseminate any knowledge or information that would be helpful in carrying out a

        smooth transition from one administration to another.

REGION CHAIRMAN

 

PURPOSE:

 

To set forth the duties and provide guidelines to fully carry out his/her responsibilities as a Region Chairman in his/her respective Region within District 14-N. Preferably the Region Chairman should previously have served as a Zone Chairman.

 

 

GENERAL:

 

He/she shall act under the supervision of the District Governor. His/her specific

responsibilities shall be to:

 

            1.  Have been a Past President of his/her Club or one who has served at least

                three (3) years on its Board of Directors. He/she must be a member of a Club

                within his/her Region and preferably has served as a Zone Chairman.

            2.  Attend all regular and special meetings of the District Cabinet.

            3.  Prepare and submit a required written report at the Cabinet Meetings or as

                the District Governor may request.

            4.  Assist the District Governor in promoting Lionism in his Region.

            5.  Perform such duties as may be designated to him/her by the District Governor

                including , but not limited to:

                  (1)  Assisting in District and Club Officers Seminars.

                  (2)  Supervising District Committees.

                  (3)  Holding Regional New Member Indoctrinations.

                  (4)  Assisting to strengthen weak Clubs.

            6.  Attend a regular meeting of each Club in his/her Region at least once during

                the year in addition to accompanying the District Governor on his official visit

                to each Club.

            7.  Supervise and assist the Zone Chairmen of his/her Region in the performance

                of their duties and cooperate with them in arranging and in holding Zone

                (Advisory) meetings.

            8.  Attend the Zone (Advisory) Meetings of his/her Zone Chairmen in an Advisory

                capacity.

            9.  Make every effort to attend District 14-N Convention, Multiple District

                Convention and the International Convention of Lions Clubs.

           10.  Be prepared to induct new members and/or install officers when requested to do
                so by Lions Club in his/her Region.

           11.  The Region Chairman assisted by the Zone Chairmen of his/her Region will be

                responsible for promoting representation to District 14-N Cabinet Meetings,

                Fall Rally and District Convention.

ZONE CHAIRMAN

 

PURPOSE:

 

To set forth the duties and provide guidelines to fully carry out his/her responsibilities as a Zone Chairman in his/her respective Zone within District 14-N.

 

 

GENERAL:

 

He/she shall act under the supervision of the Region Chairman of his/her Region and the

District Governor. His specific responsibilities shall be to:

 

            1.  Have been a Past President of his/her Club or one who has served at least

                three (3) years on it's Board of Directors. He/she must be a member of a Club

                within his/her Zone.

            2.  Attend all regular and special meetings of the District Cabinet.

            3.  Prepare and submit as required, written reports at Cabinet Meetings or as the

                District Governor may request.

            4.  Serve as Chairman or Co-Chairman of the Zone's District Governor's Advisory

                Committee (Zone Meeting) and hold at least three (3) meetings of this

                committee annually. It is preferred that these meetings be held within four (4)

                weeks after the first, second and third Cabinet Meetings.

            5.  Meet with the Region Chairman of his/her Region as required to review the

                progress of the Clubs within his/her Zone.

            6.  Attend a regular meeting of each Club in his/her Zone at least twice during the

                year in addition to accompanying the District Governor on his/her official visit

                to each Club.

            7.  Meet with and assist problem Clubs and aid in the formation of new Clubs.

            8.  Encourage all Clubs to understand and become active in programs of the

                District and Lions International. This should be accomplished by using District

                Committee Chairmen.

            9.  Be available to the District Governor or any Club within his/her Zone for any

                purpose which furthers the cause of Lionism.

           10.  Make every effort to attend the District 14-N Convention and encourage each

                Club within his/her Zone to have a full delegation attend this Convention.

CABINET CHAPLAIN

 

PURPOSE:

 

To set forth the duties and provide guidelines to fully carry out his/her responsibilities as

District Chaplain for District 14-N.

 

GENERAL:

 

He shall act under the supervision of the District Governor. His/her specific responsibilities shall be to:

 

 

            1.  Provide and Invocation and/or Benediction at all District Cabinet Meetings

                and/or District Functions.

            2.  Provide Blessings at any or all District Dinner Meetings at the request of the

                District Governor.

            3.  Provide the above service, when present at any Club, Zone, or Regional

                Meeting if requested by presiding officer.

            4.  Originate or assist in any Necrology Program at the District 14-N Convention.

            5.  Be ever mindful of spiritual requirements of all Lions, Lioness, and Leos

                regardless of denomination and/or their religious affiliation.

CABINET PARLIAMENTARIAN

 

PURPOSE:

 

To set forth the duties and provide guidelines to fully carry out his/her responsibilities as

District Parliamentarian for District 14-N.

 

GENERAL:

 

He shall be a Past District Governor and act under supervision of the District Governor.

His/her specific responsibilities shall be to:

 

            1.  Provide a source of the Parliamentary procedures for the District Governor

                at Cabinet Meetings and/or District Functions.

            2.  Have knowledge of Parliamentary Procedures including order of precedence

                for motions (Privileged, Subsidiary or Main) and their legitimacy.

            3.  Be prepared to interpret the following Incidental Motions: Appeal; Division of

                Question; Division of Assembly; Objection to Consideration; Parliamentary

                Inquiry; Point of Order; Suspension of Rules; and Withdraw of Motion.

            4.  Have knowledge of District 14-N, Multiple District 14, and Lions International

                Constitution and By-Laws.

            5.  Have knowledge of District 14-N Policy Manual.

            6.  Have the authority to request District Governor or presiding officer to allow

                interpretation of any ruling or question to be tabled for review.

            7.  Attend all District Cabinet Meetings or District functions where policy or

                amendments may be voted upon to affect the action of Cabinet or Clubs

                or Lions within the District.

BEACON LODGE COORDINATOR

 

PURPOSE:

 

The principle function of the Beacon Lodge Coordinator is to act as a Liaison between the

District 14-N Cabinet and the management and Board of Directors of Beacon Lodge.

 

GENERAL:

 

He/she shall work with the the District Governor to assist him/her with the responsibilities related to Beacon Lodge. His/her specific responsibilities shall be to:

 

 

            1. Promote a better understanding between Beacon Lodge and the Lions Clubs

               of District 14-N.

            2. Be appointed to the Board and attend the Board of Directors meeting of Beacon

               Lodge in March, July and October.

            3. Provide the District Cabinet at its meetings with the needs, aims, goals and

               program of Beacon Lodge as they would relate to the Lions of District 14-N.

            4. Be available  to present programs to the Lions, Lioness and Leo Clubs of the

               the District and provide films and/or literature that is available from Beacon

               Lodge.

            5. In conjunction with the District governor select projects at Beacon Lodge to

               receive the financial  support of the District.
